The next couple of weeks will bring some extremely significant discussion to City of London Committee(s) and Council Meetings. A major focus of these discussions will center around sound and its impact on residents. Due to the interest in these discussions, we have broken things down for all to read and understand. 

Background: At the March 20th meeting of the Strategic Priorities and Policy Committee (SPPC), the Music, Entertainment and Culture District Feasibility Study and Strategy, conducted through the City of London Planning service area, was tabled and included a Public Participation Meeting (PPM). This report reviews the feasibility of establishing music, entertainment, and culture districts. It also provides recommended actions to support and enable the success of the culture districts within the City of London. Some heavy discussion indeed! So, here is what you need to know...

Following the PPM, the committee moved to accept the study, with exception of two specific sections, and there was a motion to request reports back to the Strategic Priorities and Policy Committee on:

1. The Operating Hours of Festivals and Events
2. Volume of Noise Levels (including on patios)

These two items will be back to committee for discussion as follows:

May 29, 2017 – Strategic Priorities and Policy Committee (SPPC)

• Parks and Recreation will be introducing a report about escalating fines for noise/sound violations for festivals on City of London property.
• Members of the Public will not be able to offer any input on this topic.
• Chaired by Mayor Matt Brown & includes all Councillors

May 30, 2017 – City of London Council

• Outcomes from the May 29 SPPC meeting will be reviewed and debated again before a final vote

June 5, 2017 – Community and Protective Services Committee (CPSC)

• By-Law Enforcement will present a proposed amendment to the Noise Bylaw regarding amplified entertainment on patios.
• Following this presentation, a PPM will occur, where members of the Public can provide input at the meeting. The PPM will continue until all speakers have been exhausted or the Committee Chair feels that no new information is being provided.
• Chaired by Councillor Salih and other voting members are Councillors Armstrong, Cassidy, Squire and Usher

June 6, 2017 – Planning and Environment Committee (PEC)

• Planning Services will present a proposed change to the Zoning bylaw that would remove the regulation which currently prohibits amplified entertainment and dancing on commercial patios.
• Following this presentation, a PPM will occur, where members of the Public can provide input at the meeting by getting up to speak.
• Chaired by Councillor Park; other voting members include Councillors Cassidy, Helmer, Hopkins and Turner

June 13, 2017 – Council

• Outcomes from both  theJune 5th CPSC and June 6th PEC will be reviewed & debated once again before a final vote.
• Members of the Public will not be able to offer input at this meeting.
